Unable to send offers to all watchers

I just sent an offer on an item but it only went to 1 of 4 watchers. Can anyone suggest why that might be? (I had sent out a previous offer but that expired)

There are others reporting the same,  you're not alone.  Seems this is the new tech issue of the day (s).

Hopefully , our Community managers I'm tagging below,  can shed light if  eBay are aware of this tech problem, and of any fix date to announce?

If you had previously sent an offer on the same listing to the same buyers then it won't send to them again even after the earlier offer has expired.

Ah, I see. Thank you. Does that mean I can't edit the listing until the current offer has expired?
