If you don't recieve an item or it is not as described then you open a dispute by going to the item or ebay help at the top of the page where the item should come up.
Problem is if tracking is showing as Attempted delivery or Delivered you would lose the dispute.
Do you know the address it was delivered too. Are your address details up to date?
Try opening the dispute but if you lose then try your card provider
No use demanding a refund on here as we are not ebay just members like yourself
