I do not have the custom postage option available. I want to ship a large porcelain doll that is 70 cm tall, but the only parcel size offered to me is up to 61 cm in length.

Anything over 61 cm is classed as bulky. What you can do, is to list the item with ' Free Postage' Seller pays and factor in that postage cost into your item's cost, then buy your own postage online or at your Post Office.
You can get your buyer's address by clicking on the Simple Delivery label Get Pre paid label >> Print label.
You cannot now add any new tracking, eBay suggest sending the buyer a message with those tracking details. If a case is opened later for item not received, you will be able to add those tracking details. Your payout may be held for 14 days.
If you selected ‘Seller pays’ and offered free postage on your listing, you'll need to fill out the Request a refund for Simple Delivery form for the label that wasn’t used. Make sure to send your request within 14 days of your item selling.

Thank you very much for your reply, but this feels unnecessarily complicated. I would really like to get a proper answer from eBay customer support, but unfortunately there only seems to be a looped chatbot available.
I found a solution by changing the item category. In some categories, it is possible to choose oversized shipping, select the delivery service, and set the shipping price manually. Unfortunately, this is not an ideal solution either, because potential buyers may not see my item if it is listed in the wrong category. It would be much better to have oversized parcel options available in the Dolls category as well.

Possibly, but in that case I would not have to fill out additional forms and wait for refunds for prepaid labels that I do not need at all.
