Setting combined delivery issue

I sell mainly bulk low end pokemon cards and I cant figure out how to get the combined postage option to work correctly.

 

I have over 1300 cards for sale and people ask me all the time to combine postage  - and I have the right box ticked and offer £2.85 tracked royal mail but it defaults for each individual sale to the 91p royal 2nd class mail which is the standard i send for - so no matter if people buy 5 or 20 it charges them 91p for each item and for the life of me i cant figure out where im going wrong. Any advice/screenshots of what I need to do would be massively appreciated.

Setting combined delivery issue

As you are not using Simple delivery, this should be very easy as it is exactly as it always was.

 

If a buyer buys several items,  they should not try to pay. You go to one of the items and in drop down menu select send invoice. This will bring up all BUT it is up to you to edit the postage.

 

Do not assume that automatic invoices will be sent, as only you know what postage is to be charged, based on weight, size and value of items to be sent.

Is there a way to automate combined postage if people buy 4 or more items so it defaults to a certain amount? As I’ve tried what I think would trigger that but it simply isn’t working if I was a customer but I can’t figure out why.
