Seller cancelled

I had an offer accepted , but when I went to make payment it was more than accepted amount . When asked about the extra cost ,the seller didn't know. I was told to cancel the order , but I didn't want to , I wanted the item . The seller cancelled and told me to try again . Now when I try to buy , I'm being stopped from making an offer. Surely the seller can't get away with that.

As you have put the label 'international selling' on your question -

 

If the seller and, or the item is located outside UK then you have VAT to pay.

As said, if you buy from outside the UK or seller is registered outside the  UK then you are importing, and will have 20% VAT added. This is nothing to do with the seller.

 

Sellers can block anyone they wish from bidding, and having already asked  about something outside the control of seller, does not want any more hassle.

Hi the shipping and the tax were separate. I made an accepted offer of 400 dollars and when I went to pay it was 480. I asked the seller why it was 80 dollars more, they didn't know. They weren't very helpful . Then they cancelled my order and told me to try again. Now when I go to make an offer it won't let me. I think they made a mistake accepting the offer because it's went up in price.

Under a certain value ebay collects the VAT at checkout.  The $80 extra is the VAT at 20% on the $400 price.

You pay 20% VAT. 

So $400, 20% VAT ($80) = $480.

You are charged import VAT on all imports, new and used.

Also be warned,

As total is over £135, you also pay import fees and carrier charge. 

If you fail to pay these costs, you invalidate ebay MBG so lose item and money.
