I recently ordered an item and received some items in the wrong size. I opened a return then organised a partial refund with the seller on the condition I closed the return. After closing the return the seller has not refunded me and has ignored my messages.
I was wondering what my next course of action should be.

Unfortunately, by letting the seller talk you into closing the return you have blown your right to a full refund through eBay. Or to a partial discount, if you would have referred.
If it's the vests, I'm afraid that your seller seller may now also be able to get your feedback removed. There's not much room for trust when trading with strangers on eBay.
How did you pay? If by PayPal, it might still be covered by their buyer protection policy. I don't think that having opened and closed an eBay case would prevent you from using this. Otherwise, if you paid by credit or debit card your card issuer may be able to assist.

Thanks for the information and suggestions, I've opened a case with PayPal so we'll see what happens.
If I remember I'll post an update with the outcome.
