Returns not returned

I’ve had this happen twice now, items say they are returned and I haven’t received them. No option to contact anyone or help from eBay.  This situation is completely ridiculous. 
how do I raise or resolve this?

Are you refunding buyers getting item back? 

If so, ebay won't expect buyers to return item.

As a business seller, when buyers open cases, ebay should automatically issue returns label on your behalf.
