The seller is asking me to give him tracking number and send the item, before he has accepted or resolved the Refund Request from me. Is that ok, or should I not send the item until the Seller has goiven and update and responded to the request through eBay. At the moment he has only messaged me directly in inbox. Saying to send and given me an address and said he will refund.

Why are you wanting to return?
Depending on why determines who pays for postage BUT ALL RETURNS MUST BE DONE THROUGH A CASE not by messages.
Have you opened a case, if so Seller has to accept it, if not you escalate to ebay.

The item didn't match description. Have photo evidence.
The seller has now accepted the return but eBay says I will receive a label. However the seller again is bombarding me with direct messages asking to send it asap and give him tracking number. I mean by this point I just want a refund and I can pay for shipping that's a small cost. But just want to make sure I am protected and the seller doesn't say that I haven't sent it.

Ignore the seller's messages if you have opened a case for item not as described, citing Item Does Not Match Description or Photos, then the seller has 3 days to accept the case and send you a tracked return label through the case details.
If they don't send this label, escalate on day 4, eBay will step in and force the refund.
As said, ignore any requests from the seller now, especially Do Not close the case early, and just do everything through that case now.

Hmm ok. I mean , he says it will be very expensive for him so Is begging me to send it from my side and he will refund. I mean it's not that expensive so I don't mind. But still I don't want to ruin the eBay system case.
If I send it . Can I change the way it is returned from my end ? Or I can't , and only the seller could say buyer prints label?

Nope, the seller is playing you with excuses.
If they send a label which is not sufficient for the item to be returned, then you need to contact eBay Customer Services they will provide the correct label and charge it to the seller 's account.
If you pay and send the item yourself outside the case, he will receive his item and you will not be able to enforce him to pay.
Cases are all automated you've opened it, wait the 3 days then escalate on day 4. As said if an insufficient label is sent ask CS to provide the correct one.

Ah thank you for that! It's good to speak to a person on the phone. They said it is ok to post it as long as the seller pays for the shipping. The seller is obviously promising to refund . eBay sees the messages so there is a cover.
So I guess I will send it , or at least show him the label cost. With tracking.
Apparently then that can be updated.

It's crucial that you use the label your seller sends you. Paying for your own postage means you can't enforce a refund and neither will you get your postage money back.
If your seller hasn't sent you one by the date given you by ebay in the case you should escalate it for ebay to step in. Usually they will refund you and tell you to keep the item.

Do not send it other than with the paid for label the seller has to provide through the case. Whatever ebay CS says there is no way to get a seller to refund postage paid for by a buyer.

Hmm ,ok, but slightly new issue. He has managed to send me a label that isn't usable. It's basically a photo of the delivery address. I can't send using it.
Since he has sent me another label in direct messages with a barcode. Might work. But the question is ,can he change the label in the case system . As I can't download the screenshot from direct messages as label .
Should he be able to change the label he has already once sent me?
Or eBay system doesn't let that ?

The label should be tracked. If it isn't sufficient for the item you are returning contact CS and they should send you a more appropriate one. The seller gets 3 working days to send you a label. If he doesn't, escalate your case to ebay.
