Private sellers do not have to accept returns for change of mind, BUT they have to accept NOT AS DESCRIBED RETURNS and pay for return label.
Why didn’t you click on SEE DETAILS following no returns, it is put there for a reason.

As advised, it is legal for private sellers to refuse 'change of mind' returns - you have got 'no returns accepted' on the item you have for sale.
Business sellers do have to accept returns for any reason, but it's worth checking the account status of a potential seller as some private sellers sell lots of brand new items and could easily be mistaken for business sellers.

I did read "SEE DETAILS" but not very explanitory plus EBay give money back garantee so if the seller
wont take returns would the buyer still get their money back?

If you buy an item which is faulty, is not as described in the listing or doesn't work as it should, that is where the Money Back Guarantee comes in.
All sellers HAVE to accept returns if the item is not what the buyer expected.
However, you do have to open a return. If the seller wants it, you do have to send the item back, and your refund comes from the seller.
