Refunds

I had a buyer who paid but money held by ebay. Had hassle so cancelled. I refunded the money although I hadn't physically received payment. Will this be deducted from my balance?

The refund will be taken from your balance or funding source.   If the payment is on hold you will keep it when it clears.
