Seller said they would send a refund and never did.

How do I report this?

You have 30 days from the actual or estimated delivery date to start a claim with ebay.

If the item has not arrived select "Report an item you didn't receive" on here:
https://www.ebay.co.uk/help/buying/returns-items-not-received-refunds-buyers/get-help-item-hasnt-arr...
and escalate it 3 complete working days later.

If the item arrived but is not as described start a return on here:
https://www.ebay.co.uk/help/buying/returns-refunds/return-item-refund?id=4041
select "Doesn't match description" and escalate after 3 complete working days. 

If it's more than 30 days it's too late to do anything via ebay but contact your payment provider and ask about a refund or chargeback.

Adding to the information given:

Once eBay notify you the refund is made,  being processed,  then it's not instantly returned to you,  and does go back to original payment source.

If you paid with PayPal it goes back to your PayPal account fairly swiftly.

Paying with a debit / bank card?  Can take up to 12 days to appear back in your bank account.

Credit card payment?  This takes the longest,  up to 30 days to appear back in the card account used.

Did you open a return stating the item was not as described, get a label from the seller and send it back, or did you just message the seller?

If you don't follow the Ebay procedure and use the Money Back Guarantee, then sellers can make all sorts of promises they have no intention of keeping.

If it was the Jelly Cat that you left a negative for, it is worth pointing out that you bought from a private seller with hundreds of brand new items and lots of duplicates.

Make sure, if you are buying something branded and new, that your seller has 'business' next to their name and not 'private'.

Hopefully, other potential buyers will now look at all the negatives this seller is accumulating and spend their money with a genuine, reputable seller.
