The seller has not dispatched item since the 16th of December, I have messaged him several times with no reply, Iv asked eBay to cancel the order on the 18th of December for refund as it hasn’t been dispatched he’s just created the tracking number, obviously he’s now not accepting the cancellation and have to now wait till the 22nd, obviously this is all just before Christmas and it’s a main Christmas present a ps5
what can I do to get him to accept the cancellation or for eBay to step in earlier?

To late to cancel now it's on it's way.
Royal mail deliveries are being delayed however,but once received you can choose to return as not described if it goes beyond the estimated delivery date,and the seller would have to provide you with a prepaid return label.

Some members do not mark items as dispatched, never underatand why perhaps they just forget, but it's not mandatory to do so.
Did you buy this from a Private seller? Then, they do not have to accept a cancellation request.
All you can do is to wait one day after the item's last estimated date for delivery and open a case for item not received.
If you receive the item outside that estimated delivery, it arrives late, and perhaps it's not needed, you can return it at the seller's expense for item not as described. ...Not matching description.

Latest posting date for Tracked 48 is tomorrow, Friday.
Tracking does show the item has not been sent yet.
Ebay will give the seller time to send.
There is not anything you can do if the seller won't reply and Ebay won't let you open a case until 22nd.
Buying gifts last minute is always risky, especially when you buy online.
