Refund not arrived

The seller offered a 60% refund which I accepted 2 weeks ago but haven't heard from him again or received refund. 

Ebay keep getting my item,  a circular saw mixed up with an icemaker. 

I feel its all a con

What is the reason for the refund?

Did you open a case to return an item because you were not happy with it?

Then, did the seller offer a partial refund?

Did you accept the refund and close the case?
