A buyer wants me to post it to a different address (not the one he has on eBay) could he turn around and say item hasn’t arrived then get his money back ? Is it a scam

It could be innocent but you must only ever post to the address used at checkout or you have no seller protection against an item not received claim.
You could cancel and list again.
