Postal discounts for two separate items that pack together?

A number of buyers have asked me this question.

If they buy two separate similar items from me, and  ONE delivery fee would cover the combined size/weight - does eBay simple delivery take this into account?  Or do they have to pay TWO delivery fees (which seems a bit unfair).  In the 'old days' I would do a combined postage fee, but now sellers do not have that option.

If they buy the items all at the same time, putting each in their basket (on a PC, not the app) they should be automatically combined.    Or they could let you know which items they want and you could revise them into one listing with one postage.
