You can still use PayPal to pay for items, all but those listed in a Classified ad format.
If you are a seller and wish for your payouts to be sent to PayPal, eBay departed from PP for this purpose many moons ago, and now with Managed Payments , the payouts are dealt with differently, and you manually withdraw them into your nominated Bank Account.
Nothing to then stop you transferring that money into your PayPal account if you wish.
