Rules in your country may be slightly different from here in the UK where returning sellers like yourself, payouts for initial sales are held for longer periods whilst eBay verify that the real owner of the account has returned to sell, and the account was not hijacked.
Have you fully registered for eBay's Managed Payments? Again , for this you do need to contact Customer Services when you are on your homesite, and ask them what verification if any, you need to show.
