What are you trying to pay? A purchased item or eBay fees?
Check any card details you have registered on your eBay account that they're in date and have at least 6 months validity, this does sometimes, it seems hamper payment.
If using the app or mobile browser, switch to a laptop / PC and try Chrome that seems to work well with eBay, try paying from there.
