Payment Dispute Reopened

At the beginning of the year I sent a CD to Italy using Standard Airmail and the address provided by the buyer, After a couple of weeks an Item Not Received case was opened, then closed on the same day buy the buyer, then a second payment dispute was opened through the buyer’s payment institution, putting a hold on the funds until it was resolved, eBay put the funds on hold and eventually closed the case and refunded the buyer, charging me £14 for the privilege. The CD then was returned as undeliverable by the Italian post, the buyer has now reopened a dispute this time claiming item not as described, even though they never received it and eBay has once again put the funds on hold, which have been paid out already. I have managed to speak to eBays customer services to close this down as a fraudulent claim as a refund was made on the original dispute, but they say that I have to wait until the buyers financial services respond, which can take up to 2 months, this seems ridiculous and should have never been allowed to happen. Has anyone else experienced this or can advise how to prevent it from reoccurring
