Parcel delay due to custom

I have a parcel that is already late for delivery because of the UPS custom clearance , importer already submitted the necessary document or missing information but UPS still keep insisting that the information that is already provided through their link is still missing. 
Me and the importer are trying to contact them and email them to check and verify but no success.

What should I do? since it is extremely hard to contact the UPS and now I got an email from ebay about the parcel.

please advice.

What documents does an importer need, I thought all  Customs Documents were dealt with by seller.

I assume you are the seller. 

If buyer opens item not received case, you should win.

If sent via GSP, as long as you have POD to GSP, state this on case.

If you sent direct and buyer , them not paying import fees, it invalidates ebay MBG.

Yes I’m the seller and I sent the parcel on time and use Packlink from
ebay.
