If they have not paid within 4 days of the offer being accepted, cancel using "Buyer did not pay".
Your buyer will get an unpaid strike against their account, if they get two they will be barred from buying from most sellers here on ebay.
Add their ID to your blocked list to stop them buying anything else from you.
