Buyers do not like the buyer protection fees, which really only offer services that would rarely be needed, if is not anything to do with the 30 day money back guarantee.
Selling new items as a private seller means you are denying buyers their legal rights, and many buyers know this and make a point of buying from Business Sellers.

You are currently trading from a private account.
If you upgrade to a business account, your buyers will not have to pay a separate 'buyer protection fee'.
There are implications for you - there would be fees to pay to Ebay to list and sell, but you would be trading legally.

Did you look at the details from the link? Being a business really has nothing to do with the quantity sold.
This is what Ebay say:
'if you have items that you've made or bought to resell or if you already have a business outside of eBay, you’ll need to register a business account.'
