With 31 items sold you will need to supply your NI although as they seem to be your own items there would not be any taxes due,there is no change for personally owned items sold

I reached 31 items all my own personal second hand items. Do I still have to supply my national insurance number if I have no intentions of ever selling again?

No-one can make you, but Ebay will freeze any outstanding funds, and almost certainly report your data with some kind of red flag.
Whether or not they also remove your ability to use your account at all is unknown.

You still need to supply your national insurance number as you have reached the reporting threshold.
eBay will still report your sales to HMRC and If you are required to do so but don't provide the requisite information, your account may be subject to payout holds or selling blocks.
HMRC may look deeper into non compliant sellers
HMRC can issue penalties against the platform operator(eBay) not exceeding £100 for each reportable seller in respect of which the information in the report is inaccurate or incomplete.
eBay are unlikely to absorb this fine if it were issued and the User Agreement states 'You agree to indemnify and reimburse us for all reversals, chargebacks, claims, costs, losses, damages, fees, fines' allowing eBay to reclaim this from your linked financial accounts.
So much easier to just give the NINO in the first place
