I do not want to handover anything until I receive the money
Buyers pay eBay, not the seller. What counts is that eBay has received their payment.
eBay usually passes on payments to the seller fairly quickly, less and fees payable. But in some situations, including sales by new or returning sellers, payments may be held as a security precaution. This however has nothing to do with the buyer. Once eBay confirms that the buyer has paid the seller is expected to dispatch the item, or make it available for collection.
"Receiving the money" doesn't mean that it's safe anyway. Sellers can still be required to refund the payment if a buyer opens a case under eBay's money back guarantee or PayPal's buyer protection policy, or asks their credit or debit card company to reverse the payment (chargeback) or claims a refund under Section 75 of the Consumer Credit Act. These are all part of the joys of being a seller on eBay!
