Making Offers not working

I have seen that a number of Ebayers have been unable to make offers. Is this an issue across Ebay in general?

There has been an issue, ebay are aware.

If making offer to private seller, your offer will include BPF.

This may be below minimum seller has set to accept.

You can make a max of 3 offers.
