How to contact ebay? Seller says it delivers to Portugal. Ebay at checkout does not allow it.

This is nothing to do with eBay but with the seller's preferences.

Message the seller to check their Site Preferences that they do have Portugal still listed as a country they post to.  Also,  ask them to put you on their exemption list you should be able to buy and pay then.

Make sure when buying you log out of this site and log into www.ebay.com too,  as that also may be the issue here.

Does the seller provide a postage cost to Portugal, that is essential before you can pay, if you cannot pay you cannot buy. Many sellers do not know what to do to post overseas.

Give item number as without seeing, it is just guesswork.
