Please could Ebay or someone within Ebay or EbAIy Bot confirm that the Global Shipping Program is or isnt operational anymore?

Why do you need to ask? If not functioning then ebay would make an announcement. Might be slow due to Holidays, GSP is the same as everyone, Holidays and disruption due to delays in the mail.
