I had a transaction not recognised by the buyer for 3 items they brought on yhe 20th of February but it took until the 6th of March. EBay sided with the buy i have lost my 3 items and eBay have emptied my balance and are trying to take the rest from my bank account the items were insured when posted special delivery before 1pm signed for but tracking shows no delivery. What do i do i know its a fraud somewhere but can't work it out reported to police any advice greatly appreciated

The police won't be interested in this, items get lost in the post, items are not delivered, it does happen.
If you have no tracking to show delivery then under eBay's seller rules, the seller has to refund the buyer everything they paid. If there is not enough in the eBay Balance then eBay will use your back up source, which is usually your bank account.
You say it was a signed for insured item with Royal Mail? Then, you need to claim now from them, for a lost item use your proof of postage for this.
Shame you didn't use Simple Delivery, this insures items for up to £750 and would take over the refund when an item is lost in the post, the seller here, would get to keep the payout.

Presumably this was on another account as this one shows no such sales.
Why is it fraud? You have no evidence the buyer didn't receive anything.
My son is a postie, signed for post is treated as the highest priority, it is exceedingly rare for it to go missing or for it not to be scanned on delivery, it is also fully tracked.
You need to take this up with RM.

Shame you didn't post from the account used, as it gives us more of an idea of value of the item if not mentioned beforehand.
This is now a matter for Royal Mail, not Action Fraud, there is no fraud here, just a mislaid item by RM, and it's to them now with your proof of postage that you need to turn to.
You paid for this extra insurance and tracking with RM, they have failed you, they need to refund you.

If you used Special Delivery, took out additional cover, and the tracking on Royal Mail does not show as 'delivered' then a claim against Royal Mail should be straightforward and you can submit an online claim today.
However, in Post 3, you say that the buyer confirmed delivery, which is a little confusing.
What does the tracking number show on the RM website?

14 days after sale buyer said he didn't recognise transaction
That sounds like a chargeback, not a money back guarantee case.
If so, it's the buyer's payment provider (credit or debit card) that required the buyer to be refunded, not eBay. It only goes through eBay because buyers now pay ebay direct, so eBay has to refund the payment provider. And the seller has to refund eBay.
Separate rules apply to chargebacks, but no time to look at them now. Am I right in thinking tht proof of postage (not delivery) may be sufficient for item not recognised claims?

As already said this sounds like a chargeback and if so I understood that the seller could put their case to ebay. So many inconsistencies in that buyer appears to have acknowledged receipt but does not think he needs to pay.
Sounds like a professional fraudster having got goods costing £750 for nothing. I do not think you would be successful but could be worth getting some legal advice from one of these solicitors who offer a free consultation.

The seller needs tracking proving delivery to win this case.
A buyer could mistakenly confirm delivery.

We need some more information from you here in order to be able to try and work out best way forward.
So, this is a chargeback with the buyer claiming with their debit/credit card company that they do not recognise the transaction so it's been reported by them as unauthorised? Can you confirm this?
If so, your tracking number showing delivery will protect you if you have a signature too.
You say in your opening post "posted special delivery before 1pm signed for but tracking shows no delivery. "
What does 'no delivery' mean here. What does the tracking number show on RM's website, exactly?
