How will eBay be dealing with planned new EU small packet handling fees: 

Starting July 1, 2026, the EU will implement a mandatory

€3 flat-rate customs duty on all individual, low-value (under €150) e-commerce items entering the EU, replacing the current €150 exemption. This temporary measure applies per item type, not per package, to prevent cheap imports from disrupting local EU markets.

We are members like you, so have no idea. No doubt ebay will comment eventually, but assume like VAT they will collect the tax for the various Countries concerned.
