My buyer turns out to be local and having chosen delivery option, he now wishes to collect in person. How can I change this, having already downloaded the delivery label? I have been into Seller Hub to cancel label, but get a message 'technical problem'. So this item is still 'awaiting delivery' on my account. Buyer has not yet collected.

You won't have the collection code to prove buyer has item so you'd need to cancel/refund and relist for collection. See "Proof of collection" on here:
