Why am I getting this message when I try to bid? How do I solve it please?

Not exactly sure what or where is an eBay developer support but you could try eBay Customer Services to put you through or to help you with this bidding problem.

This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open 8 a.m. - 10 p.m. on weekdays

9 a.m. - 6 p.m. on weekends.

Automated agents will be available on chat outside of the above hours.

I recommend contacting CS first thing in the morning as there's more chance of Dublin answering.

Thanks . Have tried the automatic answer thing and it is worse than useless!
Doesn’t seem easy to get customer support.

Try them at 8 a.m. tomorrow morning, with the link I gave above, it's a Call Back option and there's  good chance at that time,  to get the Dublin call centre.
