If it was sent correctly, that is, through your Best Offer option it will be in your eBay messages and usually in your regular email too.
Or, did your buyer send a message that they've sent an offer? It will not show, if you have a minimum offer selected, then if the offer is lower even matching this, it will not show. The buyer will see they need to offer more for the offer to be accepted.
