Buyer in Germany unable to complete purchase

I’ve enabled international sales for this listing https://ebay.us/m/aGTxbu using the global payment scheme however a buyer in Germany isn’t able to complete checkout despite being able to add the item to their basket  
eBay’s automated help didn’t help, any suggestions?

You haven't set GSP up correctly as when I select Germany on both of your listings it says contact seller!
