I don't know what has happened to my Ebay account. The person that keeps coming up is not me and they say ifs from the UK. I cannot seem to get anyone to listen to me and to change this. Do I delete this account and start over? What will happen to all my positive reviews? Very very frustrated.

You have inadvertently opened a brand new account,  probably through signing in with Google. Your original one is still there, somewhere.

As @papso22  advises ... 

Suggest recovering your old account and resetting it using a PC/Laptop ...
Restart > Login though eBay home page as normal using usual Username (or email address/s) and Password ...

Ignore Google/Apple/Facebook login options which are reported as opening new cloned accounts with missing details.
