i buy a silver coin and have to pay 20% v.a.t , i sell the same coin and i have to pay 20% v.a.t on e-bay on the sale of the coin ,i am paying v.a.t at 20% twice is this correct any views please ?

YOU DON'T PAY 20% vat TO SELL THE COIN,

YOU PAY 20% ON THE FEES YOU PAY EBAY

If you are registered for VAT then you should understand the workings of VAT as you have to do a quarterly return.
