unable to list for sale as keeps saying update info when i press list the item

You have not used this account for selling for a long time,  any sudden selling activity raises red flags to eBay,  as many dormant accounts are used fraudulaently,  by hackers.

I think here you just need to contact eBay Customer Services,  answer some security questions correctly,  this 

will verify you are the account holder,  and should unlock your account for selling.
