It's not happening to everyone,so have you tried clearing your cookies and cache by holding down the Ctrl shift and delete tabs all at the same time to bring up the option.
Make sure your browser is upto date,or try a different browser for ebay like Edge or Chrome.
Also worth checking all your devices programmes are upto date along with your online security,incase you have picked up any malware etc that can slow down performance
