You can't make a seller complete, but you should get a refund. If not open a Not Received Case and if necessary after 8 days escalate to ebay.
Leave Negative Feedback and LOW stars. Just say "Seller would not honour the sale". Do not say any more then there is no excuse for the seller to get Ebay to remove it.
It was the seller's fault for starting too low. Bids on Ebay are scarce, so if a seller wants a cerain price then that is what they should start at.
