How do I navigate around  post-transaction case so the seller can issue me my refund of the seller has told me they have tried to refund me but can not because of post-transaction case exist on the order and seller refund can't be triggered

It sounds as if the seller wants you to close the case you have opened.  Don't do that as you can't open another if the refund doesn't materialise.  The seller either needs to add funds so they can refund, or you escalate to ebay and they will force the refund.
