EBay is introducing a new managed payments system.
On the new system you pay eBay, which passes on your payment to the seller, less their fees.
On the old system, you pay the seller direct.
I'm not sure how many sellers are still on the old system.
The above applies when you pay through eBay checkout. If you're collecting something and paying cash, you still pay the seller.
