I have an australian buyer complaining about a pitney bowes charge - buyer paid for a uk delivery and then complained about the forwarding cost to Australia - I was away which was listed on item description and buyer has complained giving us a negative. Why could he not wait? Why could he not see that the item had not been shipped? The buyer from Melbourne complained that I had madethe pitney bowes dollar charge so why should I suffer for an issue not created by me.
What a shame he did not put any of his unfounded complaints into that feedback, then you could have asked for it to be removed. Nothing in what he has left now, breaks feedback rules, so eBay won't remove it.
All you can do, is to politely explain how the Pitney B . fees are charged that this is all out of your hands, and that you were away with say no internet, so could not answer him
If he agrees to your explanations and apologies you could then send them a feedback revision to complete. Don't send on unless they say they will accept one, you are only given a low number, hopefully not used in the year!
