locked account when trying to list an item

I have recieved this error notice and can not get through to a human to discuss it

What are you trying to list?  As a newishe eBayer you may not have sufficient allowance.  If you need to speak to them try using "help and contact" at top of pages. 

Otherwise the number would [in UK] need a "0" in front of it.  That would then be an outer London number. Ignore the dash

Looks suspect to me, never seen a number like that.
