Based/Registered in India ... suggest try listing in your home site or the USA > ebay.com < site.

I am sorry if I sound brusque or unhelpful but we are members not eBay. 

All you can do - in my view - is to go to the messages as eBay says and find out what they want. 

You are fairly new and they do set quite low limits.
