so on the 20th of this month i officialy became a top rate seller (yay) 

 previously i was a on bad performance as i was pretty new to ebay and have been learning 

being bad performance i'm aware you get charged 4% extra fees ontop of the 10.9% when you sell an item

i'm also aware that you can be entitled to an extra -10% on final fees if your a top rated seller if you meet the requirments on your listings.

i have met the requirements on all my listings but have been have not been given the -10% once sold and also i am still being charged an extra 4% fees for being below performance when i'm actually a top rated seller

i have spoke to ebay and they have told me that the account will be charged till the end of the month till the new months starts same goes with the -10% benefits. 

so is this actually true as this is not stated anywhere on the site in the top rate seller section or is ebay being very naughty. surely if you get evaluated on the date these entitlements should be active instantly
