You need to contact eBay Customer Services via www.ebay.com you are asking here on these UK boards, where it may be a different method we have here for linking accounts.

You are in Sri Lanka with an American registered account.

Log out of this UK site,  log into www.ebay.com and link your Paypal  with eBay,  account through that site.
