i haven,t received an item i won and paid for on 13th june the seller has promised a refund ,

If something does not arrive you do not rely on promises you open a "non receipt" case in the resolution centre within 30 days. 

If you have not done so do so now [if you are just within the 30 days of delivery date.  Escalate after 3 full business days.  

If you rely on promsies you may - sdly - never see the refund I fear.  It is unfortunate that "some" sellers keep you hanging on so that you run out of time.  Tsk, tsk!

i have all but given up on this suspect seller i filed a complain with ebay well within the time , but because i also complained to paypal ,ebay has cancelled my complaint with them so why ? if ebay or paypal won,t take responsibility i think i will stiop buying from ebay altogether there are other selling and buying sites out there ,

You should have completed the eBay claim before opening a Paypal one,by doing so it look as though you are trying to claim twice so 1st claim is closed. You must now continue with the Paypal claim and escalate it to Paypal for a decision within 20 days from opening.
