final valuation fee

i have had an item canceld by the buyer and it is all documented with ebay and the item was relisted 3 weeks ago,however this morning i have recieved an invoice fro m ebay for £250 final fees due at end of the month.The total figure in written in red.I have treid to call but no one there.It is also stated by ebay that the order was canceld some 3 weeks ago and yet still the invoice

Fees are charged to your account as soon as the item sells. 

The buyer can not cancel they have to send a cancellation request of if they did not pay then you open a non payment dispute. If you did everything correctly then the fees will be refunded to your ebay account and take from the next invoice.

Go to your Account on your my ebay page and then fees/credits and check what it says there.

if it was not done correctly then you pay the fees
