You are confusing two things.

EBay doesn't charge you anything. They simply display the approximate equivalent price of an item in your own currency, in your case Euros.

When you pay for it, the rate that PayPal applies will include their own charge for processing a payment requiring currency conversion. This charge may vary literally from minute to minute according to the exchange rate. All financial institutions do the same.

When buying things eBay don't set any exchange rate, PayPal do.
