If you just refund through paypal which is what you will have to do if the item was not as described then you will be left with the fees and a defect on your account
Phone ebay and tell them the buyer opened the dispute in paypal and you have refunded that way and see if they will refund the final value fees
All disputes should be done through the resolution centre.
You dont just do it yourself.
The buyer should have opened the disputse in ebay but there is nothing to stop them going straight to paypal
