Use a desktop browser, and not a mobile browser or app then on eBay go to Account tab or Shortcuts then to Site Preferences >> Personal Information >> Financial Information.
Do the same with Paypal. On your Paypal account click on the cog like icon top right of the page, you will see where to amend card details on the left.
